Personally, I think the author's being charitable. In my opinion, Aquaman was just added to round out the show's color scheme with a colorful green and mustard-colored blond dude (let's face it, all the other guys were brunettes, and the color of their costumes all tended to blue). And they never really used him when they needed someone who could swim. Superman could swim underwater all day long, if he wanted to. Instead, the writers just sort of dreamed up water-related escapades to give the poor dude something to do. I mean, how many times can one guy talk to a trout and save the day?
